CDex

CDex is a CD ripper/converter program for Microsoft Windows. It is available under the GNU General Public License, and is thus free software. CDex is able to convert compact discs into several formats including WAV, MP3 (using the LAME encoder), Vorbis, VQF, and Monkey%27s_Audio.
